Our civilization today utterly depends on constant connectivity. While ubiquitous Internet access now grants us increasing capabilities in cloud communication, real-time information, and artificial intelligence, it is a marvel without which the post-pandemic world can no longer function.
Therefore, basic risk management for Business Continuity and Disaster Recovery now demands planning for the potentially widespread disruption of our civil technology and its normal supply chains. A viable path to recovery must be established in case a “Black Sky” event were to suddenly incapacitate a significant sum of consumer semiconductor devices.

In alignment with the US National Response Framework, TACTICAL BROADBAND is leading the development of civil response assets specifically designed for urban/metro areas affected by widespread Cyber and/or Intentional Electromagnetic Interference (IEMI) attacks.
PURPOSE
The TECHNOLOGICAL EMERGENCY STRIKE TEAM initiative prescribes:
- Rapid response capability (t+24 hours) within a dense urban area or its surrounding region.
- An all-hazards, self-contained (72-hour) advance team to help coordinate national disaster relief resources.
- A hardened mobile technology cache consisting of modular Power regeneration, Satellite terminal(s), Local Area Network components (Wi-Fi), Office technology, Video conferencing, Broadcast radio/TV reception, HF/VHF/UHF radio communications, and a Thermal imaging drone package.

PEOPLE
- Crewed by 3-5 person teams sourced from specially trained members of your organization or the nation’s leading disaster relief technology non-profit.
- Each member individually prepared to operate in austere conditions without additional support for 72 hours.
- Tasked to arrive, assist, and assess broader technology needs.

TECHNOLOGY
- Supported by a medium-sized cache of technologies to support Incident Commanders or Critical Infrastructure and Key Resources (CIKR) on Day One.
- Packaged as modules that can be deployed from or operated within a vehicular platform.
- Resiliently protected in storage to preserve continuity of operations in all-hazards environments.

MOBILITY
- A Cyber/IEMI-resilient High Mobility Multipurpose Wheeled Vehicle (HMMWV™) serves as a mobile cache, crew transport, and Mobile Communications Center.
- To store equipment and drive or air-/sea-lift to affected areas for sustained responses.
- The self-contained package requires no additional support vehicles or logistics to roll.
